To add a 1099 Vendor or an Independent Contractor you press the Add New button just like adding any other vendor, but then you will want to check the “Is a Sub/1099 Vendor” option:
This will bring up a dropdown menu where you can input their role, and you will be able to set their cost in the Rates section.
